FARMERS’ HELP SOUGHT VS CLIMATE CHANGE

CITY OF SAN FERNANDO -- President Gloria Macapagal-Arroyo on Friday urged farmers in Central Luzon to be active partners in the recently launched climate mitigation programs of the National Government.

Speaking before Butil Farmers’ Day anniversary celebration at the Paskuhan Village here, Arroyo said the government has been seriously alarmed by the drastic weather changes being felt by the country and the world.

“In the past, we welcome the rains that come to us for our crops. Today, the rains come but they pour hard that they cause flood and damage the crops of our farmers,” Arroyo said, stressing that the government is now pushing plans to enjoin farmers, particularly from Bulacan, Pampanga and Nueva Ecija, to help in the fight against climate change.

The President said that through the Department of Agriculture (DA), farmers can access the needed support and technology for organic farming and organic fertilizer-making.

She added that farmers should join in programs for alternative fuel production through the party-list Butil led by Representatives Leonila Chavez and Agapito Guanlao.

And to jumpstart the needed programs, Arroyo formally handed to Butil Representative Agapito Guanlao a check worth P10 million for the setting up of Material Recovery Facilities and organic fertilizer-making.

Slow but sure steps

DA Regional Rirector Redentor Gatus told Sun.Star that about 25 percent of Central Luzon farmers are already engaged in organic fertilizer farming.

However, he said that some farmers could not fully comply with the 100 percent organic fertilizer farming for lack of training and necessary resources.

He said the President’s initiative would greatly boost local production.

“With this move, our farmers can make use of readily available organic resources plus the support of government and the technology given by other agencies our farmers can save up on fertilizer cost,” Gatus said.

He added that organic fertilizer use will put away commercial fertilizer which poisons the soil and reduces product yield.

The production of commercial fertilizer also contributes to greenhouse gases the poison the atmosphere, he said. “We also need the cooperation of the local governments to make this project work.”

For his part, Guanlao said they hope “to bridge the need” for more affordable fertilizer through the use of farm resources.

Guanlao, who hails from Sta. Rita town, said that rice straw, when decaying, produces methane that can also harm the atmosphere.

“With organic fertilizer-making we can teach our farmers of their responsibility towards the environment. We urge them not to burn grass and rice straw but instead use these to make organic fertilizer,” he said.

Guanlao said that farmers, members of cooperatives and irrigators associations, and officials of cooperative rural banks are ready to take the President’s call.

“We are happy for the blessings that the president has given to our farmers. We will start these projects as soon as possible,” Guanlao said.

President Arroyo also gave a brief lecture on the efforts of the National Government to look for alternative fuel sources.

She proceeded to the Climate Change event that included a lecture and Power-Point presentations by Presidential Adviser on Climate Change Secretary Heherson Alvarez and Environment Secretary Joselito Atienza, with 29 barangay captains of Porac in attendance.

She was met by Porac Mayor Rogelio Santos and Porac Association of Barangay Captains (ABC) president Jun Manalastas.

A caravan featuring the medical and dental mission and booths of the Technical Education and Skills Development Authority (Tesda), Department of Agriculture (DA), the Department of Social Welfare and Development (DSWD), Philhealth and other government agencies was also conducted during the visit.

The officials of Janwon Real Estate Development Corporation, developer of the P5-billion River Castle Condominium in Porac, also made a courtesy call on the President.

Arroyo then inspected the five Kalayaan Barangay School Buildings constructed by the 355th Aviation Engineering Wing of the Philippine Air Force (PAF) that also constructed two farm-to-market roads and three potable water systems.

She then motored to the Holiday Inn Resort Hotel in the Clark Freeport Zone for the 55th anniversary celebration of the Guagua Rural Bank that featured a thanksgiving mass and dinner attended by some 500 bank officials and clients. (Sunstar Pampanga)
