     GUV ASKS FOR P166-M SUPPLEMENTAL BUDGET
 
CITY OF SAN FERNANDO -- Governor Eddie Panlilio is requesting the Provincial Board (PB) to approve some P166,341,242 in proposed measures for inclusion in the preparation of the supplemental budget for this year.

In a letter to the PB last April 28, Panlilio said he was submitting the appropriations recommended by the Expanded Local Finance Committee (ELFC).

The ELFC is composed of Provincial Budget Officer Nida Manalad, Provincial Planning and Development Coordinator Fernando Henson, Provincial Accountant Benjie Yuson and Acting Provincial Treasurer Pia Magdalena Quibal.

Aside from the proposed appropriation, Panlilio and the ELFC are seeking the enactment of 11 ordinances and resolutions for the disbursement, reverting, and allocation of funds for salaries and wages, allowances, subsidies and various projects of the Provincial Government amounting to about P126,656,519.

These include the Capitol officials’ request for a resolution authorizing the disbursement of P67,220,000 under the province’s 20 percent development fund.

The source of the proposed appropriations will come from the 2009 unappropriated balance of P79,526,419; the 2001 Internal Revenue Allotment (IRA) proceeds amounting to P7,288,625; the 2009 IRA differential of about 67,379,758; and the 2008 surplus amounting to P12,146,440.

Last Wednesday in a closed door session with Board members Crisostomo Garbo, Edna David, Nelson Calara, Johnny Quiambao and Art Salalila, Provincial Administrator Vivian Dabu led the ELFC in presenting and detailing before the PB the proposed measures.

“I just hope the PB would approve our request. Actually, it is not directly us at the Executive Department directly seeking the appropriations but the ELFC. There is just so much to do and so many projects to be accomplished for the province. Anyway, the Capitol has enough funds for that,” Dabu told Sun.Star Pampanga.

But an insider at the PB, who asked not be named, said it was not going to be that easy.

“Well, the PB is currently evaluating and assessing very carefully their requests. But some requested appropriations have to be deliberated upon meticulously, like the P3-million allocation for Pampanga Day and others that were not included before. If you look at the proposal closely, it amounts close to P500 million, or half of the approved budget for this year which is P1.2 billion,” the source said.

The insider added that Vice Governor Joseller “Yeng” Guiao has major queries on the proposal.
